Fixed the rare bug where Dragonian Auto Recovery hediff made an injury worse.

Fixed the bug where Bullpup's description was not shown properly.

Ownining an Illuminate perk now allows you to deal more damage against vehicles from Vehicle Framework on direct hits.
CE changes:
reduced Bullpup's primary aim time to 0.2 second (down from 0.64).
Changed damage ratio of Bullpup's charge laser, which now deals a very slight amount of EMP and secondary bomb damage.
Increased damage of regular laser to 6 (up from 4).
Dragonian Flare now deals twice as much damage to match CE value.
