Partial support for travel system, event assigned guardians and ward teleport but they travel after the relationship is removed.
Added settings for giving increased priority to certain "special circumstances". Currently only supports witchcraft.

The choose guardian event now lets you make the parent of the ward guardian, if at least one of the parents is alive, in your court, and can take another ward.
