Added Spangles new drip.

a folder was missing from the gamma pbo, it has been restored.
new animations have been added
a new scarf option has been added, however it is not currently selectable

Some brackets got deleted bc ctrl+Z spam

Removed superficial shoulder options since they arent a thing right now(The way i had them linked to armor class was causing sillyness)
Added a color option for the scarf: "None" (Hides the scarf)
added a neckSeal to the P_Atch customization options
added spartan whisper's new armor textures
added pelvis protection to L,M, and H armor classes (at 50% of chest protection armor value)
Removed "Body" armor value (possible cause of some bugs)
