Better compatibility with Balanced Political Power Plus. You only need to subscribe to one, but, if you do subscribe to both, Balanced Political Power Plus will override Balanced Political Power.

Fixed potential localisation bug for the localisation edit (English only): Anything that modifies base political power will display "Base Political Power" instead of "Pop Political Power". This is to clarify that all modifiers effecting these pops will be less powerful because there is less base political power to effect and so pop total political power will be significantly less.
