Not everyone has the crew to handle and maintain the larger ships. And having to abandon a sub just because you cant upgrade it enough is the Worst, Idea, Ever.

Absorbs surges up to 1,000kw when voltage exceeds 180% and phases out as voltage stabilises.
Will burn out if abused and need repairs, but will have prevented at least one electrical fire by that point.
