Developer thoughts:
At this stage in the campaign, its likely that this technology all but removes what little upkeep Cathay Peasants have, they are a cheap unit whose purpose would have expired by this stage in a campaign (unless you rush for this technology straight away, ignoring any branching paths) The units aren't powerful, even without an upkeep.
Furthermore, it makes the regular peasant infantry units a little bit better, giving them more usage in the late game.
