Healing Arrow Rework
- Now only heals for 15% over 15 secounds
- Can now stack up to 3 times from 3 different arrows (Maybe later on I will add this to the settings)
- The new aoe effect should look better when shooting at you're feet

- Change some of the textures for the healing arrow effect

- Fixed healing arrow doing some weird stuff
- Change healing arrow visual effect to clearly show the area of effect and to make it easier to see (please give me feed back on this)

- Changed Healing Waterskin to keep healing on dmg and to keep healing even at 100%
- Fixed it so when you drink again or use wraps it will reset time
