Major beta update:
- Rewritten core code for forcing build mode. Should be more reliable and faster, and also avoids issues with ruining effect on ground segments before elevated segments.
- Combined Anarchy and Collisions (disabled) to just Anarchy mode, plus added notification window
- Separated zone blocking override to own option (thanks Rev0 for the icon!)
- Better handling of underground metro stations
- Fixed flicker when building on-ground at negative height
- Changed max segment length readout to orange warning for > 128m as zoning is affected
- Added reminder for the Network Anarchy button
- Updated translations
