3.0 Update

- Updated for new victory conditions script in 2.3

Druchii Long Victory Change(formerly artist known as fix), updated to new version of CA's script. Victory conditions for other factions should not be up to date from 2.2.

moved script back out of compatibility set up, it dun work and something like VCO doesn't even edit same scripts, ie, not going to worry about it, ideally this mod should be removed once CA finally addresses this anyways.
Sorry for hiccup, turns out, my pursuit to make all my mods more compatible bite me in the arse for once.
