Ok that didn't work. Shouldn't have pushed it to production. OR DID IT?

UI won't change but the unit can level up now. Fix bug where you can't upgrade RoR to next tier by leveling them up.
Ignore the UI that says unit is rank 9. It's not.

Changed Khorne RoR to be able to gain XP in Campaign. This is to fix bug where an RoR unit is level 0 internally but requires level 9 to upgrade.
