Patrol parties now won't attack quest parties (for example Escort Caravan quest).

Fixed a crash that happens when creating a custom game.

-Parties now shouldn't attack quest parties. Few basic settings improvements. Changed how spawn chance works, so you can now edit the final chance instead of base chance.
