Fixed FEMA ambulance emergency lights not working

-Fixed Metro Police 86 Econoliner RV missing headlights and back lights, now they are ok.

-Fixed towing for: Cadillac Ranger Swat.
-Fixed Sog truck sinking when overload.
-other minor adjustements.

-Fixed the F 700 bomb squad trucks sink into ground when full loaded.
-Moved the Mechanics area of the trucks to the right side of the engine close to the right door to fix the autoclosing mechanics tab problem.

-Fixed not being able to enter the ATF/DEA/FBI mobiel command trucks
