some bug fixes and other stuff, I also wrote all the code for gacha districts but am waiting on loc (or to figure out an elegant way to insert it into the game behind a toggle, since it involves initial galaxy gen and what not)

- Loc was completed for buildings added to main mode! (build a gacha box building!)
- Loc was completed for jobs added to main mode! (you'll get them from the jobs)
- Loc was completed for planets added to main mode! (build a gacha planet box mega!)
- Loc was completed for deposits added to main mode! (you'll see them on the planets!)
- Loc was completed for edicts added to main mode!
- Loc was completed for economy added to main mode! (Freemium and Premium currencies)

- Added a toggle to enable GACHA CIVICS in test mode! Now you'll have a chance to unlock bizarre new civics when opening loot boxes if you have enabled both test mode and civics test mode! (the base rate is 45, it'll be added to the menu to be configurable once the loc is completed)

- Bug fixes and performance enhancements abound!
- 100% more awesomeness!

Fixed the title accidentally getting reverted, no code was changed

One last hotfix, I accidentally left in something from when I was previously disabling gacha ships (before we managed to fix it) so people were getting surprise gacha crisis 100% of the time, not 5% kek

WHOOPS! I swapped the variables in the wrong place! awkward. NOW the crisis rates are fixed properly... probably

YEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEES!

- Many bugs debugged! Including no more gacha ships crashes, no more crisis not being affected by the crisis weight!
- General performance enhancements!
- A new "test mode" edict that allows you to try out new stuff I've finished making but isn't quite polished enough (loc/modifiers/icons etc) for normal release!

- Test mode currently includes
- - Gacha Planets!
- - Gacha Deposits!
- - Gacha Economics! (Freemium and Premium!)
- - Gacha Buildings!
- - Gacha Edicts!
- - Gacha Holdings!
- - Gacha Branch offices!
- - Gacha Starbases!

And more! (if you want to see these things finished up and polished then bug Quol about it kek)
