fixed issue preventing defeat lines playing

changed default kill voice line delay from 1.5 seconds to 2.8 seconds
added 21 new voice lines from the halo 5 buck announcer dlc. the “halo reach helmet” filter was custom made, so im open to feedback if the lines dont sound exactly like reaches 😊

final volume increase. audio quality reduced, check description for old quieter version!
