Version 4.0
Changes from Arky's 3.0:

Large code refactor to take advantage of nested events and scripted effects
Few bug fixes
Message_types fixed so they properly appear, and updated to 3.4 (requires overriding the entire file, so will need to be updated each version)
Messages updated to include both systems that are linked/unlinked
Random hyperlane drops respect hyper-relays and will not disconnect hyper relayed linked systems (will still disconnect linked systems that don't have relays at both ends)
Random hyperlane drops will not disconnect AI systems (because the AI can't cope - there is not scripting language to express it)
AI will attempt to generate hyperlanes to expand every 2 years
AI will attempt to generate hyperlanes to empires it is attacking
Hyperlane disentangler moved to a later technology, tier 3, requires lvl 2 hyperdrive.
All events now triggered my on_actions pulses which should substantially improve performance.
