Patch 1.62 - A quick hot fix

Fspecial:
~Removed some lingering Sandbert sprites that were still in the character (fix for a universal change to how Rivals handles sprite strips)

v1.6 - Surprise!

Ftilt:
+Decreased startup from 11 frames to 10 frames
(I was unwilling to make it any faster due to it still being basically Oly Ftilt on a stick)

Fstrong:
+Decreased the gap between the first and second hits from 5 frames to 3 frames
+First hit now has angle flipper 4 on it (meaning it will pull opponents towards the hitbox's center)
(Should help to make the move more consistent overall)

Nair:
+Changed the multi hit's angle flipper from 10 to 9
(Should help to make the move more consistent overall)

Uair:
+Increased knockback scaling from 0.6 to 0.7
(Just allowing Uair to kill ever so slightly earlier)

Fspecial Ground - Circus Throw:
+Decreased the base knockback of the up throw from 9 to 8

Utilt:
+New late hit added to more properly match the animation. Total active time was increased from 3 frames to 4 frames as a result.
+Initial hit's hitbox moved forward slightly to more accurately match the visual
-Initial hit active time decreased from 3 frames to 2 frames

Fair:
~Multi hit base hitpause increased from 2 to 3

Uspecial:
+Pressing down or parry during the active time can now perform the cancel animation rather than just during the slow fall back down.
+Cancel window's Vspeed changed from 1 to -5, giving the cancel a bit of a vertical boost. Can be useful for just barely recovering when you wouldn't be able to otherwise.
