+Updated version number
+Reorganized some prerequisites in the civilized tree. Civilized techs now actually require civilized tech levels. Not every civilized nation may have access to all of them, as each tech branch requires different civilized tech levels.
-Slightly nerfed political power from technologies
-Slightly nerfed higher tier enforcer equipment, both in stats and increasing cost.

Balance Tweaks
+Laser techs no longer quite as strong, now impose a greater cost
+Higher tier enforcer techs and equipment nerfed slightly, made more costly.
+Tweaks to some of the Victorian techs that felt uninteresting.
+More research penalties to late-game decisions.
