Optimize faction selection code: If you had a lot of factions (like when using RHS) it could take around 20 seconds to load the factions. It now takes less than 3 seconds and runs during mission start so the faction selection UI should be much quicker too.

Fixed bug where the destroy cache wasn't spawning.
Fixed bug in code that can cache enemy if needed.

. Feature: Add option to use a main base
Local Base: Vehicles and players respawn at the most recently captured objective (default)
Main Base: All vehicles and players will only spawn at main base. More realistic, but longer travel times.
. Feature: Destroy objective no longer exactly on marker
. Fix: Block arsenal loading (via 'load' button) of items not available in the arsenal
. Fix: Don't allow 'destroy' objective to be killed with a C4 or tank round
. Fix: CSLA vehicles don't appear if set to dlc
. Fix: load button in arsenal with DLCs needed adjusting (GM, WS, Contact, CSLA)
