Fixed the spawn names for both the police vehicles. (FINAL UPDATE BEFORE BEING MADE OBSOLETE)

Removed the broken spawn XML for the excavator and the dumper.

Changed the names of 2 of the vehicles.

Made Toyota Comfort 2 (the one with wider tailights) spawnable. Adjusted and organized the spawn xml for all the vehicles that are spawnable.

Added tags and minor fixes to the spawn xml for excavator and dump truck. (This wouldn't last long, as the spawn xml for these vehicles would break several days later).

Fixed and readded the spawn xml for the Dumper and the Excavator. Please note that the dumper's rear dump door still swings open (and even drop) when you accelerate it. Also, the excavator's arm can drop and smash/hit the ground upon spawning.
