Fixed stability issue on 4th cryo mixer

Completely rehault design, reducing total size from 18x16 to 18x15 and improved logic to be more consistent

Improved design, now having more space for batteries.
Timescale block can now be manually disabled, although not recommended.
Now stores slightly more items before starting first reactor, preventing rare shutdowns.

Fixed mistake with destoying trash before reactor was active

Included timeScale function for precise efficiency detection. And error message when speed is inconsistent.

Small optimization in design.

Fixed problem where items didn't get discarded, now only using unloaders before activation.
Fixed separators sometimes creating 0.04 titanium/s less than needed.
