Update for additional adjustments to Caravan Master traits and to fix effects with wrong scopes set.

- All 'Caravan Master ' starting traits have recieved additional bonuses.

- Skaven trait 'Sneaky' has had its effect scope corrected to no longer unintentionally affect the entire army.

- Several traits with "enemy public order" effects have had the effect increased slightly in strength.

Update for adjustments to following traits;

- All Ataman innate traits; all Kislev Attaman startign traits has recieved an additional effect.
(please note, this is not reflected in the UI when you assign them but can be viewed from the lord recruit tab after they are assigned)

- 'Cunning trait'; Melee Attack bonus increased from 3 to 5.

- 'Knowledgeable' trait; added Wings of Magic pool cap bonus for own army, the factionwide WoM bonus lowered from +3 to +2.

Update for minor adjustments for two Vampire Coast traits:

- 'Firestarter'; "Bound Spell Fireball" replaced with "Bound Spell Blast"

- 'Intrigant'; "Enable Poison Attacks" replace wtih "Leadership Aura Size"
