Minor update to fix Effect scope errors on the "Greedy" trait.

Update to include adjustments for Chaos Dwarf specific traits.

Note: Chaos Dwarf adjustments are still a work in progress and some traits may still be subject to change but should not
be recieving any too drastic alterations from how they are now.

Update to work with 3.0.

Minor update for adjustments to High Elf traits

- Incindeary trait, "Melee Attack"-bonus added

- Conductor trait "Misscast Chance" adjusted

Known issues

Dampener trait; the effect reduces enemy winds, this is not reflected in the tooltip, since this in base files it will wait for CA to fix.
The effect still works as intended just the tooltip is incorrent.

Update to work with patch 2.2.

- Adjustments to High Elf traits in repsonce to changes by CA.

- Changes to WoM flat cost reduction traits due to the base effect removed by CA, any traits affected now have new effects, this may be readjusted in the future.
