Added Achlyss Coterie crackdown sitrep, which creates a poison cloud around hurt enemies (who are immune to the poison.)

Added new crackdown sitrep, giving us a total of three. (The new one is "return fire on missed shots", as per the Chosen perk.) Also replaced fog wall with a simple "gain 1 additional smoke grenade".

Made some balance and card-usefulness fixes:
*switched Rabbit Protocol from sniper rifle to cannon.
*Changed blood pillar card to require psi amp instsead of psi ability.
*Changed entrenchment sigils to granting deep cover for sniper rifles.
* Tweaked numbers for the new strategy-oriented resistance cards (in particular toned down science buffs/detriments.)
* Modified Tunnel Rats to specifically impact shotgun-carrying characters.
* Toned down psionic leylines power bonus by 1.
* Modified Passive Scanning Tech to give target definition instead of battlespace (avoiding issues associated with increased vision radii.)
* Restored First Contact Protocol to grant auto-overwatch-after-dash to AR characters with battle scanners.

Fixed Superchargers localization text to correctly describe the ability granted to arc throwers (electrocute, not torture)

1) Added a bunch of new resistance orders, mostly oriented around strategy-layer effects.
2) Removed all old resistance orders as continent bonuses
3) Reduced quantity of mec wrecks purchasable from 5 to 2 from resistance cards that allow that.
4) Modified some resistance order strengths to better correspond with their actual power.
5) Removed Long Watch from Rabbit Protocol.

* Modified Barnsmore Engines to only apply to mechanical units that can't take cover.
* Fixed bug where LWOTC's missions, due to having a separate mission ID, would not get modified by resistance cards that modify mission rewards.
* Fixed bug where continent bonuses weren't applied for some new cards.
* Changed the name Charm of the Cavalry to Crisis Recruitment
