background traits actually matter, for once in the history of character traits

traits reworked to give appropriate attribute bonuses and maluses, more balanced

Result: your general will have a clear predisposition to a role usually, as is the case in real life. Management is more important, less easy to discard even if they are a military commander: more unbalanced military traits and skills are balanced by giving respective management debuffs
