BUGFIX: Fixes an issue with the PCS' version of Failsafe and PCP Failsafe/Electronic Warfare giving a free charge. Many thanks to Mae for highlighting the issue and ShireMct for making PCP so easy to work with.

UPDATE: Changed how the PCS grabs the stat-boost from the stat-boost power level tables .. it should now no longer interfere with Covert Action boosts.
