Missing AI pointers for WEF outpost upgrades added.

Balance:
Maximum base WEF outpost supplies reduced to 3000/4000/5000/7500.
WEF Office buildings and Temple of Isha provide minor factionwide boosts to defensive supplies.
All WEF outpost buildings provide 500 defensive supplies to settlements within the province.

Fixes:
Missing supply values for T1 and T2 WEF outposts added.
Missing supply values for Oak of Ages added. It should be noted that I don't know if the Oak of Ages battle map got tower slots added to it and setting up a scenario to test that is fairly time consuming, so this may be an erroneous step.
WEFs can build outpost buildings again.
"Fortified" "settlement" map for WEF T4 outpost downgraded to unfortified "settlement" map due to likely battle map deprecation.

Re-reverted to latest patch without the name changes.
Additionally, removed all redundant spell sources due to "something" about how abilities are applied changing in the last patch.

Note to self:
Expect garrison unit spell sources to break again in the future.

(Hopefully) fixed new garrison unit unit cards. CA did some weird shit with the DLC23 character portraits and did not include character unit cards, so they may not work right as unit cards.
Fixed Fire Daemonsmiths not having access to Lore of FIre.

DLC23 garrison unit names changed.

Added DLC23 race's garrisons, buildings, and all associated effects.
As it is now 3 years since first searching for an option to make non-characters actually have spell overcharge with no solution, all upgraded spells have been removed from garrison mages so as to reduce jank.

Fixes:
Revalued all garrison units - low value units ought to be replaced first for all factions now. Sprained left pinky and damaged left ctrl key in the process.
