Added provision for The Changeling's cult buildings to get the unlocked agent recruitment.

Update for hotfix 6.1.3.

Added a bundle for Malakai's army so he can recruit agents directly with no restrictions the same as settlements.

Corrected an oversight in Nakai's bundle function that prevented it from being applied (again, nobody told me about this....).
