Changed Ptooie to have an arc and bounce on the ground. Also slightly tweaked several move properties to help him move better.

Made Bair weaker, it now pushes him forward. Also tweaked the air properties of his specials, as well as nerfing Ptooie's damage and hitstun to compensate
