1.11.12 compatibility patch:

adjusted several states and victory points across the map

fixed issues in SMA focus tree

fixed an issue that involves Omaha not existing

fixed an issue where SOK would be peaced out of RRW if SLA surrendered, even if the player chose to continue fighting.

Fixed and issue where SLA can be soft-locked out of focus tree if STX chooses to go pacifist route.
