Adds menu install version checking functionality and fixes a lua error when with creating a preset with an empty addonpresets.txt file.

If you have manually installed the new Workshop Collector menu, you will need to update lua\menu\workshop_collector_menu.lua again from github at https://github.com/Lemon-B-Citrom/gm-workshop-collector/releases/tag/version-2.2
