### BALANCE ###
* Reliable (Leader Trait): Lithoid Empires will have slightly increased minerals production in return for slightly less pop growth

### FIXES & QOL ###
* Reliable (Leader Trait): Increased Food from Jobs replaced with Increased Minerals from Jobs

### LOCALISATION ###
* Swapped from hand-made concepts/nested tooltips for leader traits to Database Concepts. There are no gameplay changes.
* For translators: Every trait that had a concept now uses a slightly different format (['concept_xte_commander_trait_opportunistic'] -> ['leader_trait:xte_commander_trait_opportunistic])
However, due to some weirdness, I made dummy versions of some traits so the tooltips would appear. These traits are appended with a _dummy.
Look into the new dummy_traits file to see which ones you need to pay attention to while updating (All councilor traits, inspired thermal engineer, reliable, inattentive).
