Temporary fix for server harvesting bug. Only crystal will yield mutagel for now

- Slightly increased mutagel harvest from oil nodes
- Mutagel can now be harvested from crystal nodes
- Mutagel can now be harvested from abovewater oil nodes on CI

Increased spawns for
- Greendesert R Paras
- Scorched R Brontos

Reduced spawns for
- Redwoods R Velonas
- Dunes Summoners and R Velonas
- Redwoods R Direwolves
- Canyons Shadowmanes
- Volcanic Gen1 R Reapers

Removed spawns for
- R Kings in the Gen1 volcano cave
- R Reapers in Gen1 Lunar temporary

Remember to do a dinowipe with cheat destroywilddinos to see the updated spawns!
