Adjusted timing on FX

Slowed Down Uptilt, extended super armor on vector impact, added an indicator for meter storage

Reverted Jump, Increased backthrow power, increased air momentum

Removed a SINGLE jump.

Balance update, generally slowed down a lil, reduced damage, removed kill potential for throws, changed assist order, decreased speed for Heavenpiercer, Crescent step now no longer allows for repeat usages until you hit the ground again

Address softlock from Ultra usage (Shield+A)

My fault I thought I pushed the proper values, Spincycle is properly nerfed now.
