Updated with all new emblems
Updated Localisation for Special and Enclave

Renamed localisation file, forgot before upload.

- Small fix to one human element that may have prevented small icon from appearing.
- Included the enclave and special icons (This also gives access to the vanilla enclave/special icons) I imagine these would be potentially useful in a role play scenario.

Removed duplicate files, applied better compression to reduce file size.
