added last missing portraits (out of the new ones), also added minister portraits for france's presidents

patching the previously missing generic portraits into the mod, a whole lot of them
some missed portraits like in belgium and austria-hungary are added
some kings/queen minister portraits are added

something was wrong with the update, reupdated to see if it works now

A fix to the mod size, now its a bit slimmer!
Also made newly added portraits into anime girls to keep up with GWR's update.
