Civil War in your state will break upon reaching 50% popularity of foreign ideology.
Added corresponding decisions, events and other stuff.

Also small map&starting conditions fixes.

And fixed gfx errors! Hopefully, this will solve some of your ptoblems.

Fixed small localisation errors.
Playable nations now start with MTG ship technologies (if you have MTG, obviously).
"Global Network" and "Eyes of God" mandates now give you operatives and reduce agency upgrade time.
