Fixed jail screen and lighting.

•Added the updated jail from v4b1 with a more accurate door control panel.
•Fixed some of the large dips near the bar by the river.
•Removed the stoplight at Cub for no real reason.
•Added some trees and a single rock to appease a request. (more to come new models etc)
•Removed furniture in the two restaurants to appease another request.
•Removed the white brush covering the sky.
