- Addressed the cm_DominatorLimit issue.
- Reverted cm_BaseSpecialLimit to 4 to match the original value, the 'doubling' premise and LinGe's metric.

- Fixed the cm_BaseSpecialLimit value and DominatorLimit keyvalue.
- Implemented more efficient S.I. spawning algorithm.
- Added Metamod:Source + L4DToolZ check.
- Included Realism Hard 16.
