sandbags take 10% less fire damage

added a building animation to sandbags since it didn't make sense that they suddenly appeared out of nowhere as soon as you built them and it still took a few seconds for them to actually "build" like what forts devs
removed hyper realistic sandbag from thumbnail since other than looking a bit bad it mislead much mure

sandbags now cost 1 metal... or 2 metal i don't know who to trust the hud says 2 different things please








oh btw easter egg: sandbags can now be emp'd again since they are a device
