'nother quick update because I forgot to comment out my expansion tree editing modifier thingy that makes it the standard tree for Sternburg

- fixed a bug that would cause a game crash on starting a game if MtG is disabled, Shura broke things again

- added 4 more leaders to Sternburg as well as the ability to recruit Yama, available on the republic path

- begun to create leader-specific focus branches in Sternburg's expansion tree

- added decisions for KHE and KTB to reunite their respective islands, giving cores on all the states on the island
