Did some balancing. Submarine was too overpowered, external hull hp lowered by 40%, internal hull hp lowered by 50%. This makes the submarine much more fun to play rather than just sit in an indestructible vessel. The nerf might seem to much but the submarine still takes bunch of damage before sinking

-All wiring is now locked.
-Status monitor was inaccessible by engineer bots, I moved it to the left. Should be fixed.
