v1.2 - The Sound Update

Yeah, I accidentally forgot to change a lot of the window and hit sound effects from sandberts lol

Now the moves have more fitting sounds!
- ftilt now has a slower startup
+- USpecial multihits correctly now, multihits now have less launch power
