Post-Jam Update (AKA Equi discovered Base Cast Frame Data)

GENERAL:
- Equipping Shades/Removing Shades window is now made larger, should be easier to equip.
- Made the [ ? ] on the CSS more apparent so people can learn about the skins... mainly YouTubers or streamers who aren't as into Rivals as everyone else.
- Changed a few notes on the alts to be more informal to non-workshop players.
- Updated a few notes on what skins are based on.
- Small sprites now active for faster loading (mainly for future hats).

RAIN DANCE:
- Added a visual effect when you use specials and strongs while under its effect.
- Added a visual effect for when your buff is applied and when it's gone.
- Added sound effect for when you use enhanced specials and strongs.
- Added sound effect to let you know when you have the buff and when you lose the buff.
- Tweaked code slightly (thanks DinoBros) to be a little bit more optimized.

DTILT:
- Knockback scaling reduced from (.5 > .45).

UTILT:
- BKB increased from (6 > 7).
- Knockback scaling increased from (.45 > .6).

FSTRONG:
- BKB increased from (8 > 9).
- Knockback scaling increased from (.8 > 95).

DSTRONG:
- Multihit BKB increased from (3 > 6).
- Multihit scaling decreased from (.05 > 0).
- Final Hit BKB reduced from (8 > 7).
- Final Hit scaling increased from (.7 > .8).

USTRONG:
- Sweetspot BKB increased from (9 > 10).

NAIR:
- BKB increased from (6 > 7).
- Knockback scaling increased from (.15 > .4).
- Final BKB reduced from (6 > 4).

BAIR:
- Hit 1 BKB reduced from (6 > 5).
- Hit 1 Scaling reduced from (.8 > .2).
- Hit 1 Hitpause reduced from (7, .5) > (6, .25).
- Hit 2 Hitpause reduced from (7, .4) > (6, .25).
- Added a hitstun multiplier of .8 to both hits.

DAIR:
- Multihits scaling increased from (.2 > .25).
- Removed camera shake on multihits (forgor)

UAIR:
- Start-up increased from (4 > 6).
- Knockback increased from (6 > 7).
- Knockback scaling decreased from (.85 > .45).

USPECIAL:
- Now links easier into itself.
- Final Hit (Normal) BKB increased from 5 > 7.
- Final Hit (Normal) Scaling increased from (.5 > .55).
