Improved Plasma Emitter, now can work as a welding tool, and cutting tool with default combine batteries, removed stun from pulse weapons, changed rewiring button for doors, updated UI textures for coloring in the future, added more fire extinguishers into combine submarine

Finally fixed outpost NPC spawns, updated sonar blip texture on combine nav terminal, rebalanced weapon damage

Partially fixed combine outposts, now you can traverse them, the NPC spawn will be the next step to fix, Fixed combine commander role priority and also allowed to play as any combine role without them being overriden by captain, fixed combine items being sold everywhere
