Reworked Cupcake Platter

Highlights Hearts and pedestal items

On use:

If used on Red Heart pick up, convert into Soul Heart equivalent to the heart's value.

If used on pedestal item, store item into the platter. After 3 room clears, activate item again to spawn a new, random pedestal item from the quality above. (Does not work on quality 4 items)

- Room clear requirement 4 -> 3
- No longer interacts with damage taken
- No longer can be used early (before the room clear counter = 3)
- Stored items no longer spawns Soul Hearts
- Cannot interact with Quality 4 items.
- Converting Heart pick ups now uses the item's charge
- Picking up item pedestals now uses the item's charge
- Fixed the 'Ready' shaking animation
- Replenishing the charge bar does not effect the room clear counter. Only the ability to convert hearts.
- Using the item on nothing no longer uses the item's charge

Misc.
- Fixed a bug with Tainted Natsuki's tears going invisible with any other tear variant.
- Removed Tainted Monika's Brimstone costume removal. (Conflicting with Debug)

Fixed a bug with Monika's Just Monika Transformation.
Fixed Cupcake Platter's inconsistencies. The held item will now always be converted into a random item a Tier higher. (Does not work on Tier 3 items)

- Using The Hanged Man Card whilst in Sayo-nara form gives +1 Soul Heart. (Added back in from previous version)
