Updated Belgium so that they only have the one Plantation - which can be built in neutral territory. Also fixed a bug where the Plantation wouldn't require you to remove Forest, Marsh, Jungle before improving a resource, and where the Plantation didn't receive Culture from the Oral Tradition belief. Changed the Chasseur strategy text a little, too, so hopefully it'll be clearer the intent.

Fixed a bug where friends would not gift a Military Unit if they were in the Modern Era.
