Fix for played and com time

Added TierInfoPlus mod at least until owner of tier_info owner can update

Changed forced notification to not require network message for connection to server

New mod name: Devnull - [Shine] Extras

Added Forced Notification plugin. Needs client command to be working: sh_dfn 1

Fix an issue with counting amount of clients/players on the server.
Changed the notification message to shorter prefix.

Changed logic to only start evaluate spectator slots if there are at least enough players on server to fill all player slots.
