Updated mod package compatibility declaration to include Official Campaign

- CoreMod now uses new RPGTacMutator
- CoreMod now displays loaded mod info inside an in-game journal under "Game Concepts". The entry is called "Mod Information"

v1.3 - CoreMod now detects whether the base campaign or the SRV campaign is started before loading mods.

v1.2 - For convenience, CoreMod can now tell mods which battle turn is the first battle turn
