some fixes

- Fixed issue where players couldn't see the flare particles.

In this version I added a limit to where a player can shoot the flare, you must be looking up at a certain angle. Additionally now the flares should fly higher and not bounce off of the skybox. Also I changed the particle to one in gmod, it has a a smoke color; this means that the color of the flare will have a little black.
