Changed the pace descriptions to better explain what effects they had on gameplay.

Old descriptions:
⬥ (0.25x production & costs) Extremely Fast
⬥ (0.50x production & costs) Very Fast
⬥ (0.75x production & costs) Fast
⬥ (1.00x production & costs) Standard
⬥ (1.50x production & costs) Slow
⬥ (2.00x production & costs) Very Slow
⬥ (3.00x production & costs) Extremely Slow

New descriptions:
⬥ Extremely Fast (0.25x production, resource, research costs, & fastest population growth)
⬥ Very Fast (0.50x production, resource, research costs, & faster population growth)

Fixed a small mistake I made in the ...\Data\Core\Languages\English\WorldParameters:
<entry name="ArcticRegionDensity1" value="(00.1) Very Low"/> is actually supposed to be
<entry name="ArcticRegionDensity1" value="(01.0) Very Low"/>
The actual value of this parameter ingame was always correct, but the displayed value was incorrect.

Added in 2 new paces:
(0.25x production & costs) Extremely Fast
(3.00x production & costs) Extremely Slow

Changed the name of:
"(1 second) Auto Pass" to
"(1 second) Auto End Turn"
